Gay, Lesbian and Straight Caucus BYLAWS
Article I NAME AND PURPOSE
1. The name of the organization shall be the Nevada State Education Association Gay,
Lesbian and Straight Caucus (NSEA/GLSC). (Amended 04/01)
2. The NSEA/GLSC is established for the following purposes:
a. To protect the rights and interests of gay, lesbian, bisexual
and transgendered members of the Association.
b. To promote recognition of the educational and social needs and
the legal rights of lesbian, gay, bisexual and transgendered students.
c. To advance the achievement of equity and equality for all
people, including gay, lesbian, bisexual and transgendered persons.
Article II MEMBERSHIP
1. Categories of membership
a. Voting membership shall be open to all persons who are active,
student, retired, or life members of NSEA.
b. Associate memberships shall be open to all persons who support
the NSEA/GLSC.
2. Membership shall become effective upon payment of dues.
3. The membership year shall be from NSEA/DA to NSEA/DA. (Amended 04/97)
4. Membership Name shall be confidential and used by the officers of the NSEA/GLSC for
caucus business.
Article III OFFICERS
1. The officers shall be two (2) Co-Chairs (one male and one female), a Secretary, and
a Treasurer.
2. The female Co-Chair and the Treasurer shall be elected in odd numbered years. The male
Co-Chair and the Secretary shall be elected in even numbered years.
3. The Co-Chairs shall call and preside at meetings and make committee appointments as
necessary.
4. The Secretary shall record the minutes of each meeting, keep attendance records, and be
responsible for keeping an accurate record of the Bylaws and Standing Rules.
5. The Treasurer shall receive and have custody of all funds collected by the Caucus, pay
bills as authorized by the Co-Chairs, provide for an annual financial statement, and
maintain accurate membership records.
Article IV STANDING COMMITTEES/TASK FORCES 1. Standing
committees and Task Forces and their chairs shall be appointed by the Co-Chairs.
Article V ETHNIC MINORITY REPRESENTATION
1. The NSEA/GLSC shall strive to achieve at least twenty percent (20%) ethnic minority
membership.
Article VI MEETINGS
1. There shall be at least one (1) meeting of the NSEA/GLSC at the NSEA Delegate
Assembly Meeting.
Article VII NOTIFICATIONS AND ELECTION
1. Nomination and election of officers shall be held in April at the NSEA/DA.
2. Candidates for office shall be Voting (Category A) dues-paying members of the Caucus.
3. Only Voting (Category A) dues-paying members shall be allowed to vote for officers.
4. Officers shall take office as the last order of business at the April Caucus meeting.
Article VIII VACANCIES
1. If a vacancy occurs in any office, the Executive committee may appoint a replacement
until the next meeting when the unexpired term will be filled by an election at the second
meeting following an announcement of the vacancy at the first meeting.
Article IX FINANCE
1. Dues membership shall be established no later than the first meeting of the Caucus
of the school year.
Article X STANDING RULES
1. In addition to these Bylaws, the NSEA/GLSC shall be governed by such Standing Rules
as the Caucus adopts.
Article XI PARLIAMENTARY AUTHORITY
1. The latest edition of Robert's Rules of Order shall govern all matters not covered
by these Bylaws or the Standing Rules.
Article XII AMENDMENTS
1. Amendments to these Bylaws must be submitted in writing at a meeting of the caucus.
2. Amendments to these Bylaws will be voted on at a meeting of the NSEA-GLSC meeting after
submission.
3. Voting on amendments shall require a two-third vote of the voting members present and
voting for adoption.
4. Proposed amendments shall become effective immediately upon passage.
STANDING RULES
1. The right to vote and debate in meetings of the Caucus shall be limited to voting
members. Associate members shall have full rights of debate and discussion. The Treasurer
shall be the final authority in matters of question regarding the validity of membership.
2. The order of business at the meetings of the Caucus shall be the prerogative of the
Co-Chairs.
3. Standing Rules may be amended or deleted at any meeting of the Caucus.
4. Minutes of meetings of the Caucus shall be provided to membership at the next meeting
of the Caucus.
5. Bylaws will be provided to each new member and will be available at all meetings of the
Caucus.
6. Elections shall be conducted under the general guidelines of the NSEA elections with
open nominations and equal access for all voting members.
7. Dues for the NSEA/GLSC shall be no more than those of the NEA-GLC.
POLICY STATEMENT
The following NSEA/GLSC dues structure and definitions revision shall apply to all
members.
Category A (Voting Members)
$20 Regular Membership (NSEA Membership)
$35 Domestic Partners (Must be two NSEA members who reside at
the same address)
Category B (Non-Voting members)
$15 Associate membership (Open to all persons who support the
NSEA Gay, Lesbian and Straight Caucus) |
